I have spoken to the company in the past and they have been educating the Salvation army and the government, the benefits of using their card facilities as a welfare card.
They have been talking with them for at least 2 years so I don't see why the government would not give Emerchants first shot as the supplier of the cards, especially as they are a more mature company now than even the banks when it comes to these facilities.
