There's an article on racenet saying that since the start of 2015 his horses have won $106 million in prizemoney, $10.6 million of which goes to Weir. Add to that profit on training fees and he's made at least $3 million per year for 4 years before betting is taken into account. With $12 million plus, is a 4 year ban really a deterrent? That's why situations like this have to go through the criminal courts not just be handled by the racing industry.
