 too true, I was pondering that second example of  dead heat in a multiple race bet, and I don't really see an issue with what the agency did.  
If you only pick half the result then surely they can halve the payout.  Or putting it another way, if your pick shares the win, then why shouldn't you share the winnings with the people who tipped the horse it tied with.
