The problem is the minister for population has no qualification in his field. Very few on either side do, with regard to their portfolio's. Which they can swap, overnight, in some re-shuffle, and in a weeks time they're the full bottle, voila!! They all rely on advice from the public services, and this is where the deciders reside. Most of the public service persists, regardless of an election winners bent.
It seems, even "Utopia" and "Yes, Minister", need subtitles. For both the majors, as neither has a plan other than the status quo.
