Unfortunately it seems we have to go through BAPE. The cited reason being the production in excess of 2.000t per day.
It seems like a lousy mistake in the DFS referring to the total mined volume being slightly higher than the 2.000 t per day, even though processed volume was predicted to be below that threshold.
