Only going on the facts the new departmental structure is to reinstate separation from governmental influence.
The recently presiding Minister of Minerals stating 6 months ago a clear expression for his support for the project and 19 fellow parlimentary members followed suit (Majority. Post the recent Sumuit syndication with the Democrats).
The fact the government decides on the facts from the departments deeper works and world standards All presenteed to them to vote upon once satisfied.
Red tape within the department would be plausable. But again at this stage it wouldnt be logically not a refusal of a submission not yet submitted in full. But a lack of information within the submission at worst?
I am only trying to guess on whats known as logically as I can.
