Likely that the translation issue is an excuse. We can postulate all kinds of things that are possible but that would just a waste of time. It also could be positive. You say the gov. is not involved because the application is not in etc. I disagree - many similar issue are considered " off the record" in a private setting and I think that is what is going on. Could be hugely positive but the trend is down perhaps of info. leakage.
