I fully agree with what you wrote. But I think there may be more to the story as their unusual slow action in dealing with the submission of the needed documents suggests, IMO, that someone is deliberately stalling the process. If that is the case. then you need to ask"why". If that is not the case then their very slow action in view of the fact that this process has been in the works for 10 YEARS or more , then this borders on serious corporate or government Negligence. Nobody should spend over a 100 M and wait for over 10 years to get a " Yes " or " No "!
