My biggest concern is what would appear to be cartel-like behaviour, which may end up crowding out smaller growers during times of extreme drought. No matter how much Big Irrigation colludes to try and minimise their costs - along with the distortion of the market this brings - prices will still be pushed up as the stronger independent irrigators lease water from wherever they can. Which, oddly enough, would work in D2O's favour.
