    I don't believe they could sell the Ceto 5 buoys even if they wanted to. As far as I know, those parts of PWEP, that were classed as R & D, could not be used for commercial gain.

    That aside, each buoy had a hydraulic pod near the anchor point. The time it would take to install foundations, hydraulic pods and buoys would probably take 12 months plus.

    It would probably be more feasible for Makwater to install a desalination plant and EMC install solar pv array with diesel backup. If they were really desperate, they could just go with diesel powered desalination.
