Not sure if it as big an issue for Wollies that you make it sound. I suppose you need to assume your suppliers are doing the right thing and are testing their products however if proven otherwise you need to change. You can't safegard against every supplier or worker of that supplier that does the wrong thing. The article I read last night indicated that if the product is cooked as per the instruction any Listeria present is killed and there should not to an issue although there is no mention of this in your article. The issue is when people eat the uncooked or undercooked product.
I was shocked to find out that we import frozen vegetables from Europe. Maybe Wollies should look at buying a bit closer to home. Maybe they do it to compete against the Aldi products. I'll certainly be looking more closely at the source of frozen products from now on.
