I don't see Lockheed Martin as a JV partner with them ?

They are using radar vs EOS/Lockheed Martin using lasers.

Radar is the workhorse, already common & 'cheap', my understanding is that lasers are more accurate & can track smaller objects in low earth orbits (smaller than 5cm) +++ they can MOVE stuff - wink wink nudge nudge

'The company’s two completed radar arrays in Alaska and Texas track more than 1,000 objects per hour, and its partners and customers access that data through a LeoLabs software platform. The company plans to build four more debris-tracking radar facilities near the equator and the polar regions by 2019.'
