My understanding these are two different style projects.
The Coburn model was to produce a HMC concentrate after stripping out the ilmenite which would then be shipped off to China (or sold to an existing Australian producer) for processing similar to MZI. This will lower capex/opex, but also lower their sale prices. However, the advantage is its a simper model and the project coud be brought to marker quicker.
Thunderbird is a traditional Australian MSP type model (ie Iluka, Tronox, Bemax) where all the final processing is done on site. This adds to the capex/opex but will also increase sale prices, but take longer to construct.
