I believe that is what they will do and I have experienced this before.
I would now expect them to come up with an idea for the company to follow, and then it will be announced with great fanfare, and a prospectus, along with an application form on the back to apply for shares at about 20c each.
If that was not the case then why go to the trouble and expence of the consolidation.
The consolidation is the clue as no one will buy into a company that already has 3.5 billion shares, or whatever it was.
I could well be wrong and I usually am. lol
