If so, interesting procedural matters arise. If subsidized in commercial and industrial set-ups to the point that the installations are even marginally profitable then uptake could be massive and immediate. This leads to boom & bust when the subsidy runs out.
What ways can Victoria run the scheme without stimulating a temporary frenzy?
