If ADX is correct, then what they are politely saying is that the Italian Authority is overreaching beyond its mandate & the law, probably to ensure it keeps being relevant (& thus funded by the govt) ie bureaucratic empire building via mafia stand over tactics.... since huge amounts of public monies is diverted to maintaining the flood of illegal african & muslim immigrants.
A serious challenge (or bribe more likely) to the authority should see it back down, pronto.
