What they need to do is announce there is a delay, not say end of Ocotber then drag it out 3 weeks.
If you announce one thing and it is not then that is material information, but not necessarily price sensitive.
Bad form. People make decisions based on this, like get in, stay in, get out.
Creates mistrust and low share price.
