Good question, my gut feeling is they do, and through the use algorithmic trading they massage the price down. Constant testing of supply, buying into weakness, selling into strength, rinse and repeat.
But I really don't know! If I knew that level of detail I'd be a lot richer, and living in a NYC penthouse, banging the U.S womens' beach volley ball team.
