For the simple minded people who need simple English translated for them the above states that all Uranium byproduct from the extraction of both the Vanadium and all the other rare earth metals must not processed. It's simple.
Now next time you write a comment on something you clearly do not understand maybe think twice or even better read it twice to start with!
