I imagine Patterson are trying to get the last 311M shares from the rights issue placed firstly. A few weeks ago 51M shares were issued under this basis with about 311M remaining. I believe they had up to 3 months to issue shares on this basis. 

Seen a few companies using https://www.freshequities.com/search?category=recently-launched&search= and https://raisebook.com/ in recent times to get equity in the door. They are aimed at s708 investors only (Sophisticated) and basically are run as a online platform as opposed to the brokers working the phone of their clients. Maybe MNC might consider one of these platforms later this year! (I hope it doesn't and finds a monster at Chuscal that it will have everyone begging to give it money and come onto the register) 
The promoters of these sites certainly take their cut. I'd have thought it would be less than a traditional broker approach as overheads should be lower!
