The petitioners, Energy Fuels Resources (USA) Inc. and Ur-Energy USA Inc., are wholly-owned subsidiaries of Canadian companies. The petition seeks to "preserve and revitalize...our U.S. uranium industry", which they define as "U.S. producers". Any quota could potentially benefit PEN, and interestingly, Rosatom/Uranium One, which owns Willow Creek (formerly Irigary and Christensen Ranch). The debate on this in the U.S. should be intriguing.
