@crystalblue I think your estimates are slightly aspirational. The reason for this is some counties are very small. Kane is quite large containing over 515,000 people. (5th largest county in Illinois) Regardless, your estimates are actually conservative when you consider that there is a Department of Transport (DoT) for many areas (New York and Washington have signed up to NEA), planning services that are outside county divisions as well as federal services. Then of course private enterprise on top of that.

I don't think the ASX really understands the potential that NEA has especially given it can reinvest all USD it earns further amplifying the ACV.
