I've been trying to keep my eye on this and make some sense out of it.
Seems, since my last post, not much progress has been made.
Also, because of it's refusal to install Huawei 5G, among other things - even the Kiwis have managed to pee off China and NZ has now taken it's place in the naughty corner along with just about every other country in the world, (which seems to be most of them), that China has trade dealings with.
I suppose if you have a bunch of cities sitting around that are empty your need for things like coal and steel might be a bit diminished and it might be a bit prudent to look at you future orders for them.
It's also a good idea to save face for poor planning to blame every other country.
Regardless, it does put a dampener on things.
