Yes, Kazakhmys PLC would have had first crack at this for sure. Obviously they didn't want it. Why not? That's the $64M question.
I too would normally go in very hard on a stock like this with such a low market cap but I need lots more info. I've got some contacts in Bishkek, Kyrgyz Rep. Neighbouring country but they might know more than we do.
