I think misplaced trust in Jap Govt and their cover ups exposed. Pre-Fukishima, there were a few low profile scandals regarding Nuclear facility and their aging structures. The Tsunami just exposed how stupid the Nuclear regulator was.

@Fukishima, they built a sew wall which they thought was high enough since there was never a recorded Tsunami wave that high which is understandable. Next they place the back up power generator at sea level!!!!!! Talking about tempting fate or simply to confident in the use of Statistics?

As the N explosion unfolded, Tepco then lied to the domestic/global public that radiation was contained. They kept lying until it was too difficult to cover up. Post event as the evacuation completed and clean upstarted, they lied and was exposed again on their cover up of contaminated water spillage.

No, I don't think the Japs referring to Tepco are fools, just reckless! The Jap N industry got away this time but it will be tested on a yearly basis as this is the most prone earthquake region. There are no more Black Swan event, does not fit the unfortunate tag! It is a matter of when and not IF.

Let's see what the Govt spin will be this time to convince Watanabe public on the likely risk of another potential Fukushima as they want to continue down this dangerous path.
