In 2017 the Chinese made nuclear power reactors a national priority as part of their plan for all electric vehicles by 2040. They are building 200+ reactors as part of that. I think it is a lot more than chatter. Japan will fail to deliver on their Paris climate accord commitment because reactor restarts were a key part of that plan and the slow pace is insufficient. National pride will kick in at some point but may not be till next climate summit.
