Likely the MOU was signed before Feb 5.
Of course Mar 22 is 45 calendar days after Feb 5.
Was it calendar days or business days?
The Ann doesn't say.
Would have been simpler to say the date that the 45 day time limit ends on.
But then no wriggle room.
