The way I am reading this is that it is basically a "green light" with many amber lights along the road - ie you can get excited and proceed, but be prepared to jump thru a lot of hoops when and if we feel like making you jump.
However, this is better than a "No".
May take a few years, but looks like a momentum shift will happen, and this is incredibly positive news for the NT, and hopefully us.
