    I think you might have suggested this a while ago. If the courts, the landowners or the ABG can't sort it out then something is going to be required to break the impasse, if the people are going to see some real development on the island rather than living off PNG National Government money and overseas aid; they don't have a lot of choice, in any event, if they wish to be truly independent.
