you dont need permission to list any stock on the german exchange. If a bunch of germans hold a lot of a particular stock and wish to trade between each other then they can have it instated on the german exchange without informing the company here. This is whats happened with HER, there is obviously interest there for it.

Have at look at Ashburton mining same thing happened there. Last guy to know the company was trading in germany was the poor MD in oz.
