Sorry, raising that amount now would triple the SOI, not double. A raising is an evil neccessity but has to be done in moderation and on an as needed basis. bringing in a JV partner early would be less funds needed to be raised but less of the project owned by current shareholders.
As Hlare wrote, that's a lesson they should learn from GBG.
