Sadly, there are posters who never acknowledge the existence of those who have incomes of less than $18,000 and who may get some franking credits on their shares. These are currently returned and can represent a significant proportion of their small incomes. Such people are far from earning a liveable amount and thus this is indeed one of the serious unintended consequence.
There is but one poster who has repeated exactly the same point (as you have quoted above) about 100 times already and never engages in discussing the real point - the fact that this is a very poorly targeted policy, very poor. Nor ever discussed, those caught within the net who shouldn't be and many of those who should be, get off scott-free. A leftie free-loader......
