From memory, I think the words say something like "the chairman INTENDS to vote ..."

If I'm correct in think the wording is "intends" to vote in a particular manner, then there would be nothing stopping that person changing their intention and by selecting a proxy without directing the proxy how to vote you effectively allow them to vote in any manner they wish.

Whilst obviously an oversight on some one's part, I do not see it as a significant issue.
