I think Guandong Foreign Trade Group may be playing games with the price. They own 15%, almost certainly with the intention of holding long term. Therefore they have no interest in the price rising as they are unlikely to be sellers in any event. More likely they will want to increase their holding in the medium to longer term and therefore have an interest in the price remaining low.
However this is just speculation on my part.
