I don't think Roseby was ever likely to make a super profit. In fact Roseby could even be helped by this tax because they'd get most of their royalties refunded, and this was a huge but marginal deposit.
So instead of paying large amounts of tax on large tonnage of ore, they could pay a smaller amount of tax on a small profit.
