I think you overestimate PB's ability and relationships with the Groups involved. SMS and KFW (amongst others) are far more professional and organised to have to spend "years" getting back on track. People move on in all jobs and things change - yes PB has been working with SMS for years but don't be fooled to think that he's the critical path. SMS are builders and operators. PB is a geologist who ended up last man standing when Biddle and co left. He's done nothing but disappoint for at least the last 3 years and in my opinion doesn't have the capacity to deliver this project.
