The problem is that a lot of them are just legitimate automated trading programs. Try and prove otherwise. You could probably gather enough info at times to show it's highly likely but then I don't think ASX or ASIC care or could be bothered. I've tried reporting in the past when it looked a lot like pure manipulation but without anything done by either.
