I fully agree with you that brokers will aim to maximise their fees by encouraging clients to trade. They are a business after all. That can be by presenting clients with charts as you say, but, as I see it, it will more often be done with broker upgrades/downgrades based on changing fundamentals/ changing business environment or changes to company guidance.
