You're discarding PEN's history Michael. You can't do that. For a new kid on the block, sure. But not one that has a golden duck on the score board.
"A plant can be always be bulldozed or modified (admittedly at expense)." True statement but only relevant to the PEN investment case if the technical flaw is above surface. I don't think it is - in fact I'm sure of that. It's my view that the processing plant is fine, it recovers the uranium it is sent. The issue is in the ground - poor recovery rate, recovery extent, porosity and permeability with in-situ chemical precipitation (possibly) exacerbating all these issues. These are very difficult issues to "fix" without doing more harm than good. That's ISR's primary technical disadvantage.
