The whole sector has been punished the last two weeks... take a look at Uranium peers on the ASX and worldwide... similar for a lot of other miners in general. Instability in the Dow, trade wars etc etc.
If PEN alone was taking a nosedive then You3 might have a point, but that's just not the case.
Stay tuned for PEN announcements... there should be a few in 2019
