My point is, by your account, PEN has started implementing a project (no matter how insignificant the cash outlay) that is way under-cooked. PEN has been in cash preservation mode for many months (years) now, as proudly announced by PEN. One could say they've been in survival mode. How then is it prudent to spend even $1 on a project that still has many hurdles to jump over.

Seriously ura, and with all due respect, I think you've misunderstood again. I'm going to re-read a few of the most recent announcements to see if I can find where this commitment to low pH processing has been confirmed.

Good to see the SP recovering today. Short term I suspect - I'm not expecting a good reaction from the market when the quarterly is (finally) released this week. One final thing - I note no further commentary on the plant outage that was reported a few days ago. I would've expected an announcement by now, to advise that everything is back up and running as per previous.
