My understanding, and it could be 100% incorrect, is the local people, local government and environmental lobby, do not wish the Haggan project to proceed.
Do not shoot the messenger. DYOR. Note: I have always maintained this project would never get to the mining stage due to the U content and Swedish law/environmental attitudes. Further, I believed this was the motivation to get Haggan off the AEE books.
All imo.
