I believe we really will have some action by March (as indicated). The news bonds well with the project of a new power-line between Tanzania and Kenya (which is to expand to Uganda, Rwanda, Burundi and DRC by 2014). Signed on 2 Dec'09, commencement is set for May 2010 and is funded by the Norwegian Government:
