I think that their is no doubt that we will be informed what the cash is for prior to raising it.

However if they are in the midst of negotiating something that can not be discussed as yet.. then they cant discuss it.

They can however start to be prepared.

If the news come out and is all good then they are further down the track and dont need to call another meeting and go thru all the hoorah again.

It is just prudent use of time and resources imho.. of course conditional on what the deal is...

But they are obviously thinking it is a good one and a big one.
