When an educated person like Koch can spout patent rubbish like this, one has to wonder whether 1 he is purely motivated by headline grabbing or 2 he is just completely uninformed about the situation in places like Sweden, France, Germany etc.
If it is the former then sadly that is moral corruption of the worst kind.
