Sorry been travelling. No change is required for ePCT(national phase) and patents are already filed by non attorneys. Check out PCTfiler which has done it in the past and still does under the banner of innovia. The attorney said that Patent attorneys have sought an type of exclusive right to practice before IPaus and IPONZ but it was never allowed.
