Most Government data sets - the capture of which - are outsourced. Take the 1m LIDAR data from Elvis .. government don't have their own planes with lidar etc - nor should they.
Getting some 3d samples imminently (mesh and point cloud) .. had a bit of a chat today about their specs etc.
