The thing is there are no big sellers left holding CLH...the 100K buy order has been hanging around for nearly a week obviously trying to entice any big sellers to come out and play. This buyer will eventually push higher and when the sentiment does turn there will be a mad scramble with few sellers, particularly if the $1.70 mark is breached convincingly.
Also the chairman has recently restructured his 14% holding....I can think of a few reasons for this and all of them bode well for the future SP of CLH.
