The Mayor was probably referring to the Great Cobar Mine that is a proposed new mine and linked into the Peak operations. Cobar's water is piped in from Nyngan and supply is OK. Plenty of decent power lines through the region. As the likely early scenario with Mallee Bull is dig and truck to CBH Endeavor Mine, water is not really an issue and the rail line from Nyngan has been upgraded over the past few years.
