Check out Iguana Spark, it's got some pretty mean real time scanning parameters but unfortunately the only thing it won't scan for is change in volume in last X minutes. You can however scan for change delta in last X minutes along with lots of other stuff.
ESignal also has a real time market scanner too but the platform is quite expensive and its charged in USD too so even worse for us.
I'm really keen to find a powerful real time scanner too so I'll update you here if I find anything and if you could do the same that would be great.
I was thinking of having a look at Amibroker as I've heard you can code it to do just about anything . I wonder if that includes real time scanning.
